Why India suffers a severe lack of quality engineers?

According to an employability-focused study, only 7 per cent of our engineers have suitable jobs whereas 93 per cent MBA graduates in India do not have a job despite professional management course. This raises a question on our quality of education and how Indian youth does not have skills to play a productive role in our economy.
India lacks quality engineers because our education system is still gravely struck at just possessing/obtaining Certificates/Grades/Marks rather than focusing on skill development through on-the-job training. Apart from our pathetic education and infrastructural problem, India in the last decade hasn’t been able to create enough job opportunities for its overwhelming population of youth. Complex labor laws have also contributed to our problem.
With high number of unemployed people, India can face worsened poverty which would trigger more crime/scams/exploitation of our readily available cheap human resource by multinationals.
